Pioneer and Toshiba "codefree" or "multiregion" dvd players have been modified with the installation of an extra memory board containing firmware microchips that allow the viewer to program his/her player to read a dvd from any region. You use the remote control to setup the player as being a Region 1,2,3,4,5, or 6 player. Once modified the player is termed Multiregional or Codefree and can recognize all regions of discs but there's one more important consideration...
As well as being regionally coded, DVDs are recorded in different video standards for the different types of tvs found worldwide.
PAL, NTSC, and SECAM video standards
PAL, NTSC, and SECAM Standards refer to the mhz that a signal is recorded at or sent. In the USA, and other NTSC countries, we use a 60 mhz signal. Unless we travel abroad we don't come into contact with these other signals. In much of Europe and South America it's PAL or 50 mhz signal. France, Russia and a few other countries use SECAM. What this means is a dvd disc (or videotape) and TV must be of the same standards type to view properly. I.E. A PAL recorded dvd or videotape will not play properly on a USA-made NTSC tv- it will actually appear in b&w and will roll vertically uncontrollably. For the same reason, you can't take your USA made NTSC TV to Europe with you and watch their PAL TV signal.
This multiregion dvd player can output both PAL and NTSC formats but it cannot switch the format from PAL to NTSC or visa versa. Thus, in order to watch both, even with a modified dvd player, your television must be capable of playing both PAL and NTSC formats. Termed Multi-Standard televisions they are found primarily in Europe where they're needed most. Multistandard tvs can display PAL, NTSC and SECAM formats and work flawlessly with modified dvd players. But if you own either just a PAL tv or a USA-made NTSC only television you will need to use a Standards Converter to switch signals. Thus if you live in the USA or an NTSC country you will at least need a PAL to NTSC signal converter.
